Ako Bicol PartyList congratulates Ms. Rica B. Marfil of Camalig, Albay for winning the top spot in the Asia Pacific Public Speaking Competition.
A Second Year Civil Engineering Student of Bicol University, Rica competed and won 1st Place in the recently concluded Asia-Pacific S!NERGY (Students x Ideas x Energy). She will also represent Asia in the upcoming World Synergy Competition.
