Deputy Minority Leader and Ako Bicol Party List Representative Alfredo A. Garbin, Jr. expressed his firm opposition to the proposed lowering of the Minimum Age of Criminal Responsibility (MACR) from 15 to 9 years old on Friday, July 28, during the Forum on the Lowering of MACR, saying that child offenders must be rehabilitated and not penalized as there usually are adults who force these criminal acts upon them.
In a statement, Cong. Garbin said “Lowering the MACR is not the answer to solving the criminality involving the children. Criminal justice should not advocate for absolute verdict especially among children who have committed non-heinous crimes. Instead, it must advocate for the child’s restoration and rehabilitation to become a responsible and productive member of the society – aware of the implications and consequences of his actions”.
