AKO BICOL Cong. Alfredo A Garbin, Jr, during the hearing of the Committee on Constitutional Amendments, clarified and sought the insight of the resource persons on how to resolve the the bicameral nature of the Legislative Branch. Cong. Garbin clarified if the voting should be done jointly or separately by both houses given that the Constituent assembly, which was the preference of the committee in tackling the constitutional amendment, requires the participation of both Houses.
